This is a stiff felt hat.

Trimmed with sequins & a FLASHING / BLINKING TIARA hat band. Yes this tiara flashes in bright colors. Batteries are included.  

Will fit most adults. Also has a draw string to hold it on your head when it wind or your horse back ridding
